Canberra Energy Efficiency Rating Certificate (EER)

Here at Australian Building Assessors, we are a licensed ACT Building Assessor. This means that we are able to provide a Canberra Energy Efficient Ratings Certificate, which is a requirement for the ACT building act.

What is the Canberra Energy Efficient Ratings Certificate?

Ever since March 1999, there has been a requirement within the ACT that an organisation discloses its energy usage and performance of all residential properties. This includes properties that are for sale and those that are already occupied. The star rating that is ultimately decided must also be known amongst all advertising materials, in order to satisfy the government requirements.

What software is used?

Depending on the purpose of the energy efficiency rating (EER) there are two different types of software that have been approved for use by an EER assessor such as ourselves:

• First generation software – used for established homes. This software can provide an EER rating of up to six stars.
• Second generation software – used for new homes. This software is used to prove that a building complies with the minimum efficiency requirements in terms of energy, specifically for the building approval process. Can provide a rating of up to ten stars.

How is EER assessed?

The EER assessment simply takes into account the thermal performance of the building material that has been/is being used.

It works by the house’s specific attributes being entered into the software program. The program then uses this set of attributes to generate a score, which can be increased or decreased. For example, double glazed windows or insulated walls are likely to increase the EER score, while a lack of ceiling insulation or windows lacking curtains can decrease it. The score will then be totalled to determine the star-rating of the specific house.

What does the score mean?

One point equates to an approximate one per cent increase or decrease regarding how energy efficient the house is. If the score is between 11 and 24 points, the rating is increased by one star. Therefore, a less energy-efficient house will be greatly improved by 20 points.

Other ways requirements can be demonstrated

• By comparing your building to a reference one, for example, checking that the plans for the new build are the same as one that complied with EER.
• The deem-to-satisfy method – using the Building Code of Australis which uses specific design features to meet the EER
